Peggy Bair Special to the Times A homeless encampment along the Missouri River below Esplanade Park was disbanded and bulldozed March 22 after law enforcement warnings had been issued last month.The camp violated several city ordinances. One of those is illegal camping. “This passed a couple of years ago to help us expand our tool bag in this regard which is you cannot camp on public property,” said Leavenworth Police Chief Pat Kitchens. “It sort of defines what camping is.”That ordinance is Section 30-8 of the municipal code.
